Eileen M. Hallquist

Ms. Hallquist has over 35 years of experience in the commercial real estate industry with a focus on asset investment management, development and property technologies. She currently is the Director of Real Estate for Asante, a major healthcare system in Southern Oregon. Previously, she has served in senior executive positions for leading REIT and opportunity funds including The Green Cities Company, Vulcan Real Estate, the Black Creek Group, the JBG Companies and Lowe Enterprises. Ms. Hallquist has served on the Board of Trustees for the University of Virginia’s School of Architecture as well as on the Advisory Board to the University of Maryland Colvin Institute of Real Estate Development. She is a past national Board Member of the National Network for Commercial Real Estate Women (CREW), and former President of the DC Chapter of CREW. Ms. Hallquist is a LEED® Accredited Professional, licensed Real Estate Broker in Washington State and a former Registered Architect in the District of Columbia. She has her B.S. in Architecture, University of Virginia; and her M.B.A. from the Darden School, University of Virginia.
Bernard Harkless

Bernard Harkless has significant design, planning, and construction experience from his time in Boston, Washington, D.C., and New York City and has worked on a variety of projects from affordable housing and luxury condominiums in Manhattan to large scale institutional projects in Montgomery County, Maryland. His comprehensive background informs his long term and holistic development philosophy which strives to create sustained economic and social opportunities for urban communities. He is currently a principal at Lynx Ventures, a real estate development and investment firm based in Richmond, Virginia, where he is primarily responsible for development management and project execution. He is also a co-founder of Hatch Richmond, a consortium of companies that enables growth in the food and beverage industry in Central Virginia. Harkless is a Board Member of Storefront for Community Design, the Partnership for Housing Affordability, as well as an advisory Board Member for Richmond300, the City of Richmond’s comprehensive plan update. Harkless earned a Bachelor in Science - Architecture from the University of Virginia and dual master’s degrees in Urban Planning and Real Estate Development from the Massachusetts Institute of Technology.
Scott Leonard

Scott Leonard joined Beazer Homes in 2015 and annually manages over $175 million in land development and related field operations in thirteen states across the country. Leonard has over thirty years of real estate and construction experience in over twenty U.S. markets and is a servant leader adept at creating systems and processes that foster collaboration, continuous improvement, and accountability. Prior to joining Beazer, Leonard entitled and developed thousands of single-family, townhome, and multifamily lots in multiple states and constructed complex amenity packages and multiple office condominiums. With Minerva USA, he developed the Chattahoochee Hills Charter School and developed the Serenbe Farmettes, which is part of a 1000-acre community rooted in biophilic design. With Bullock Mannelly Partners, Leonard repositioned the $213 million Ironstob asset base of over 50,000 acres of pine-producing timberland across more than 100 tracts, resulting in $60 million in land sales. Leonard is a former Board Chairman of The Link Counseling Center in Sandy Springs, Georgia. He holds a Master of Real Estate Development degree from the University of Southern California and a Bachelor of Science in Architecture degree from the University of Virginia.
Mary McCarthy

Mary McCarthy is a retired real estate executive with experience in design, institutional capital raising, real estate investment, and executive recruiting. She graduated from UVA in 1975 with a BS in Architecture. Trained and having worked as an architectural designer, McCarthy pursued a career in real estate finance and fund raising. After obtaining her MBA at Wharton in the early 1980s, she joined Morgan Stanley’s real estate investment banking group. With Morgan Stanley for seven years, McCarthy executed financing assignments that included the formation of one of the first closed end real estate funds. Subsequently, she held increasingly responsible positions with real estate investment firms including Copley Real Estate Advisors (Boston), Clarion Partners (New York) and CBRE Global Investors (Los Angeles). For nine years until 2015, McCarthy was Managing Director and Senior Managing Director with the Capital Markets Group of Hines, the international real estate investment firm. McCarthy was involved in structuring and fund raising for nearly $12 billion of investment vehicles with strategies ranging from US office investment to Russian retail development. In 2016, she joined Terra Search Partners as an executive recruiter. McCarthy retired and moved to Jackson Hole in mid-2018 and served as senior advisor to Terra until 2020. She is a full member of the Urban Land Institute and member of its Responsible Property Investment Council.
Bradford Noyes

Bradford Noyes joined Brailsford & Dunlavey at its founding and currently oversees B&D’s national higher education practice group. Over the past 27 years, Noyes has served as a thought leader for the firm, including leadership of B&D’s advisory practice at the client, industry and legislative levels. He has led B&D teams serving more than 400 clients and has collaborated with institutions on the planning and implementation of millions of square feet of development across the country. As a nationally recognized industry leader, he has lectured and written extensively on consensus building, market research, financial structuring, programming, design, and construction of real estate development projects. Noyes’ professional training included both the architectural and real estate developmental fields. He has performed real estate analyses over a wide range of asset types, including planning, design management, and construction management of over $3 billon in development. His expertise focuses on the integration of architectural training with project planning and real estate development. Prior to joining B&D, Noyes worked as an architect for HOK. He holds a degree in architecture from UVA and a certificate in real estate development from Johns Hopkins University.
Andrew A. Painter

Andrew A. Painter is a partner with Walsh, Colucci, Lubeley & Walsh, P.C., a Northern Virginia land use law firm. Painter focuses on securing zoning entitlements across Northern Virginia and advises clients on all aspects of the land entitlement process and real estate matters. He frequently appears before planning commissions, local governing bodies, and citizen organizations. Prior to joining Walsh Colucci in 2007, Painter worked for two members of the Fairfax County Board of Supervisors, the County Administrator of Caroline County, Virginia, and former Virginia Governor (now U.S. Senator) Mark Warner. He has spent much time traveling and writing about the region’s land development history, and has served as an adjunct professor at the University of Richmond and the University of Mary Washington. Painter is also the author of a 2018 book chronicling the history of the Virginia wine industry, Virginia Wine: Four Centuries of Change, published by George Mason University Press and distributed by the University of Virginia Press. He holds a B.A. in Political Science from UMW, and a Masters in Urban and Environmental Planning from the University of Virginia, and a J.D. from the University of Richmond’s T.C. Williams School of Law.

Shelby Pruett has had a distinguished career in the private equity and real estate investment sectors, becoming highly regarded as one of the key figures in the industry across the United States. Pruett has significant experience as a fund sponsor, owner, operator, and manager and has been instrumental in leading and overseeing the business and investment activities of a number of companies. He is currently Chairman and Chief Executive Officer of Capri EGM a leading Chicago based investment manager focused on the build-to-suit, sale-leaseback, and net lease commercial real estate markets. Pruett is also Chairman and Chief Executive Officer of Equity Global Management, a principal-oriented real estate investment firm, and Co-Founder and Managing Principal of Gryffindor Capital Partners, a venture capital firm, all of which are based in Chicago. In addition to his role on UVA's REDAC, Pruett is a Founding Board Member of the Harvard Alumni Real Estate Board, a past board member of the International Advisory Board of the Harvard Real Estate Academic Initiative, a member of the Pensions Real Estate Association, an Advisory Board member of REFJ a Reuters publication, and a licensed Illinois Managing Broker. He has also been recognized as a Net Lease Icon, a Chicago Real Estate Icon, and a Net Lease Influencer by Real Estate Forum. Pruett received a Master of Architecture degree from Harvard University Graduate School of Design and a Bachelor of Architecture degree from the University of Virginia.
Robert Z. Smith

Robert Z. Smith has been a managing Principal located in KLNB's Columbia office since 1986. Before joining the firm in 1979, Smith held positions as Vice President of the Baltimore Industrial Development Corporation and Principal Economic Planner to the City of Baltimore. Smith has served in the US Army Infantry and the US Peace Corps in India. He was awarded Industrial Sales Transaction of the Year by the Greater Baltimore Board of Realtors many times over the course of his career and has been recognized nationally by "Who's Who" in the real estate profession. Smith leased or sold more than one million square feet of space each year for more than 20 years throughout this real estate career and have served notable corporate clients such as North American Van Lines, Toyota Motor Sales, Cabot Industrial Trust, Iron Mountain Records Management, and the RREEF Funds. Smith holds professional affiliations with NAIOP, Peace Corps Association, and the NAI Industrial Council. He has a Bachelor of Arts from Duke University, a Master of City Planning from UVA, and a JD from the University of Maryland.
Chris Todd

Chris Todd is a 7th generation Washingtonian with more than 36 years of experience in the practice of architecture, land development, building development and construction. He is Development Manager for the District of Columbia's Office of the Deputy Mayor for Planning and Economic Development. He was former Senior VP of Development at The Velocity Companies and Head of Real Estate Development at Priderock Capital Partners based in Fairfax, Virginia. His resume encompasses single family and multi-family residential, retail, office and mixed-use projects as both a designer and a developer, with design services across the United States of approximately 250 million dollars and development projects throughout the Northeast totaling more than 900 million dollars. A graduate of the UVA School of Architecture, Todd’s professional career includes work for national architecture and development firms in more than 20 states and Washington, DC.
Greg Trimmer

Greg Trimmer is a Partner of Network Realty Partners and one of Washington D.C.’s most experienced development executives having overseen the delivery of over 4 million square feet of ground up development and entitlement of more than 7 million square feet. Trimmer’s 20 years of experience acquiring and developing properties includes deep work in commercial office, government build-to-lease, condominium, multifamily, land development and retail across every jurisdiction in the DC Metro area. Prior to founding Network Realty Partners, he spent 16 years with The JBG Companies and JBG Smith as an Executive Vice President overseeing their commercial and government development, as well as operations in Fairfax County. During his tenure he also served on task forces to draft and adopt the White Flint and Twinbrook Master Plans in Montgomery County, and the Reston Transit Area Comprehensive Plan in Fairfax County. Trimmer earned a Bachelor of Science degree in Civil Engineering from the University of Virginia and a Master of Business Administration degree from the Kellogg School of Management at Northwestern University. In addition to his role on UVA's REDAC, he serves on the Board of the Arlington Free Clinic and the Rail to Dulles Phase 2 Advisory Council.

Brian Winterhalter is an experienced commercial real estate attorney with a particular focus on and history of success in land use & zoning matters throughout Northern Virginia. He represents major developers and national, regional and local companies in all facets of land use, including noteworthy transit-oriented, mixed-use projects - office, hotel, residential and integrated retail, urban infill residential projects, as well as major data center projects and related fiber optic conduit facilities throughout the Ashburn area of Loudoun County. Winterhalter counsels clients in all aspects of the land use, planning, zoning and development processes. In addition, Winterhalter has emerged as a regional, sought-after expert in crafting the complex ownership and governance regimes for horizontal and vertically-integrated mixed-use developments, including the creation of condominium and subdivision structures, commercial and mixed-use property owners’ associations and reciprocal easement agreements.
